A Foreign National Fined 200 Yuan for Urinating in Public

According to the Qingdao Municipal Platform for the Disclosure of Administrative Penalties and Enforcement Information, a foreign national was penalized by the Shinan District Comprehensive Administrative Law Enforcement Bureau for urinating in public near Zhanqiao Pier and Huilange Pavilion.

The official penalty document (No. [2025] 13002) records that on June 13, 2025, an individual named Steinb*​​ And​ Mart​ was observed committing the offense in the specified area.

The Shinan District Law Enforcement Bureau imposed a ​200-yuan fine, classifying the violation as “serious.” The penalty was enforced under ​Article 56, Item 1​ of the Qingdao Municipal Regulations on City Appearance and Environmental Sanitation Management, which explicitly bans “spitting or urinating in public.” Additionally, the second paragraph of the same article mandates that violators of Items 1, 2, or 3 may be ordered to rectify their behavior and face fines ranging from ​50 to 200 yuan.
