Foreigners’ Credit Rating launched: Will It Be Widely Adopted?

According to a report by Haikou Daily on August 17, the Haikou Municipal Bureau of Science, Technology, and Industry Information (also known as the Haikou Foreign Experts Bureau), in collaboration with the Haikou Public Security Bureau, has recently released the “Guidelines for Credit Rating of Employers and Foreigners in Haikou” (referred to as the “Guidelines”). This marks the first implementation of such guidelines in Hainan Province, establishing a credit rating system specifically for domestic employers and foreign nationals seeking work and residence permits.

The guidelines categorize employers and foreigners applying for these permits into four lists: “Red List,” “White List,” “Grey List,” and “Black List.” When the Haikou Municipal Bureau of Science, Technology, and Industry Information (Haikou Foreign Experts Bureau) and the Haikou Municipal Public Security Bureau receive applications, they will evaluate and process them based on the credit rating of the employer and the foreign applicant, following a principle that balances strictness with leniency. This is intended to ensure consistency in the validity of the issued permits.

Those listed on the Red List will benefit from several expedited services, including “green channels,” “approval with missing documents to be supplemented later,” “credit commitments,” “special handling for unique cases,” “priority processing,” and “on-the-spot issuance.” Conversely, individuals on the Black List will be denied permit approvals for one year.

However, those placed on the Black List can apply for removal based on their specific circumstances. Applications for removal can be submitted to the Haikou Municipal Bureau of Science, Technology, and Industry Information (Haikou Foreign Experts Bureau) and the Haikou Public Security Bureau via the “Comprehensive Foreigners Service Window” or at any of the eight foreign service centers located in Xiuying District, Longhua District, Qiongshan District, Meilan District, Jiangdong New District, the High-tech Zone, the Comprehensive Bonded Zone, and Fullsing Internet Industrial Park. Applicants are required to submit a request for removal along with supporting documents, and the relevant authorities will review and decide within seven working days.
