Guangzhou traffic police have intensified enforcement on e‑bike violations, upholding consistent standards for all riders. On December 26, 2025, officers in Yuexiu District stopped a foreign rider whose e‑bike lacked a valid license plate and who was not wearing a helmet. The rider said a friend had told him foreigners could not register e‑bikes and called the process troublesome; he also claimed his helmet was too small. Police fined him 50 yuan for the helmet offense and impounded the unregistered bike. They clarified that foreign nationals in Guangzhou are eligible to register if they hold a valid residence permit of three months or longer, and can apply with the vehicle’s compliance certificate and purchase invoice. Authorities stressed that rules apply equally to locals and foreigners alike
