On October 4th, an incident involving a foreign national and local traffic police took place in Changsha, Hunan Province. The foreigner was stopped for riding an electric bike without a helmet and using a motor vehicle lane—both violations of local traffic laws.

Initially, the foreigner appeared unresponsive, possibly pretending not to understand Chinese. In response, the police questioned, “If you don’t understand Chinese, why are you in China?”They also noted, “He understands—he’s just staying silent and pretending not to.”

The officers then reiterated the rules: “When riding an electric bike in China, you must wear a helmet and stay out of motor vehicle lanes. This applies to everyone, including foreigners. Even Chinese citizens must follow these laws.”Despite remaining silent, the foreigner was not fined but received a verbal warning before being allowed to go.

After the video circulated online, Chinese netizens widely praised the police for their firm and fair enforcement. One commenter wrote, “Some foreigners pretend not to understand when confronted about breaking rules!”Another applauded, “These officers deserve applause—they treat everyone equally!”A third added, “Finally, we see law enforcement without special treatment. Well done, Changsha police!”
