The Beijing municipal government announced on Tuesday that a temporary no-fly restriction will be enforced across nine urban districts from July 16 to September 3 to ensure aviation safety during commemorative events marking the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression (1931–45) and the World Anti-Fascist War.

The restriction applies to Dongcheng, Xicheng, Chaoyang, Haidian, Fengtai, Shijingshan, Tongzhou, Changping, and Mentougou districts. According to the official notice, the measure complies with relevant laws and regulations.

Unless authorized for commemorative events—such as the release of peace doves or balloons—any airborne objects that could endanger flight safety are strictly prohibited. This includes drones, kites, balloons, sky lanterns, and other hazardous items.

In Tongzhou district, pigeon and bird breeders must keep their birds caged daily from 6 a.m. to 5 p.m. from July 16 to September 3. Similar restrictions will be imposed in the other eight districts from August 15 to September 3, between 6 a.m. and 4 p.m.

The government has urged local pigeon associations and clubs to ensure compliance with the regulations to prevent flight safety risks.

District authorities must coordinate with public security, urban management, market supervision, and local sub-district offices to inspect and mitigate potential hazards. Additionally, military facility protection committees and law enforcement agencies are instructed to penalize violations, with criminal liability pursued for severe offenses.
This measure aims to safeguard airspace during the upcoming commemorations while maintaining strict oversight over potential risks.
